Job Description:

The Government of the Republic of Vanuatu (GOV) has received a grant from the Government of the United States of America through the Millennium Challenge Corporation (MCC) to support a five year Program Investment in the Transport Infrastructure Project aimed at facilitating poverty reduction through economic growth.

The Millennium Challenge Account-Vanuatu (MCA-V) Office oversees the implementation of the Compact and is urgently seeking applications from motivated qualified and experienced individuals for the role of a Monitoring and Evaluation (M & E) Officer.



Scope of Work/Deliverables:

The primary role of the Monitoring and Evaluation Officer is to assist MCA Vanuatu to update the MCA-V Monitoring and Evaluation Plan and assure its implementation both through contractors and implementing entities and in the contact of surveys, prepare a Monitoring and Evaluation closure plan and to management M&E reporting requirements to MCA-Vanuatu

(MCA-V) Senior management and MCC field and head quarter staff.



Principle activities include:

a) Update and maintain MCA-V M& E Plan and Quarterly Indicator Tracking Table

b) Develop Terms of Reference and agreements for conducting surveys and evaluation

c) Supervise contractors and entities engaged in M& E activities

d) Plan and undertake data collection including surveys and consultations

e) Regularly review M & E data with appropriate decision-makers to ensure that the Compact is reaching its objectives and, if changes are needed, ensure that timely decisions and/ or corrective actions are implemented

f) Ensure that the website contains all up-to-date, relevant M&E reports for public access

g) Principle deliverables include: - Update Indicator Tracking Table

- Update the M & E Plan

- Monitor and ensure the validity, reliability, precision, timeliness and integrity of performance data

h) Supervise technical execution of multiple surveys and expenditure studies

i) Assist in the development and execution of a Program Close-out Plan and compact Completion Report

j) In consultation with the Program director, other MCA-V staff and the Fiscal Agent contribute to the Quarterly Disbursement Request package and assist with preparation of formal reports to the MCA-V Steering Committee.

Criteria:

- A Bachelor Degree and 5 years experience (experienced people with a Diploma may be considered)

- Experience in Program Logical or Managing for result frameworks and using performance indicators

- Strong research and analyctical skills and presentation skills; Experience in monitoring and evaluation and research and survey work; Contract management and administration experience

- Able to work under pressure and deliver within deadlines; Computer skills in Excel, Word, Access, Statistical Analysis, MS Project, Power Point

- Able to converse and produce technical reports in English; Good character and high integrity.
