Job Description:

Luganville Municipal Council wishes to recruit a qualified and experienced person for the following position.



PURPOSE:

To assist the Town Clerk in strategic planning Organizing Leading and controlling of Luganville Municipality and ensure it functions effectively and efficiently



RESPONSIBILITIES:

-Assist the Town Clerk in the overall management of the Council

-Responsible for the Human resource management of the Council

-Assist the Town Clerk in the management of every assets, books of accounts, records and all documents of the Council

-Attend full Council meetings as an ex-officio member and secretary at the absence of the Town clerk or upon the request of the Town Clerk.

-Supervise staff discipline in consultation with the Town Clerk and HR officer.

-To assist the organization of the Council in accordance to standing orders of the Council.

-To assist in coordination of corporate planning and budget preparation for the Council

-To ensure Council decisions are implemented as soon as they are made.

-Observe and comply with all reasonable legal directives of the Council and provincial affairs.



WORKING RELATIONSHIPS:

The Deputy Town Clerk will report directly to the Town Clerk.

The Deputy Town Clerk will work closely with all heads of departments and the Planning Unit, the department of Provincial Affairs and will need to develop working relationships with other Government departments.

Interested applicant must possess the following requirements:

Criteria:

-Diploma or degree is preferable in relevant area; HR management and organisational management; 3 to 5 years in planning development; People management and policy directives and budget management

-Visionary; Motivating; Team building; Proactive; Networking; Lead with direction; Legal clearance to be employed and be a resident in Vanuatu

-Highly motivated and able to work without supervision; A willingness to learn and share knowledge.

-Ability to make decisions and to follow up and get things done.; Ability to work and communicate with a wide range of people.

- Ability to work with limited resources and make the best of them.
