Job Description:
The URA was established under the Utilities Regulatory Authority Act No. 11 of 2007. The Authority acts independently of the Government and its primary purpose is to increase access to safe, reliable and affordable electricity and water services, and to promote the long-term interests of consumers throughout Vanuatu. In addition, the Authority assists to resolve consumer complaints and disputes and advises the Government on matters related to electricity and water. It also reviews tariffs under the rules of the Concessions Agreements and relevant legislation.

The Utilities Regulatory Authority (“the URA”) is seeking a Principal Economist in utility regulation The URA is seeking to engage an individual to a Consultant position of Principal Economist for a period of one (1) year with renewal subject to work requirement and performance



Criteria:
Successful candidates must meet the following minimum requirements:
  • An advanced degree in economics, or finance/accounting or business
  • At least 8 years work experience in applied economic analysis, financial modeling, and consulting and project management
  • Knowledge of and some experience in economic regulation, preferably for utility services
  • Proven track record in capacity building and training
  • Proven track record of successful work as a member of a diverse team
  • Excellent oral and written communication skills
  • Fluency in written and spoken English is required, knowledge of French and/or Bislama an advantage and
  • Experience in Vanuatu and/or other developing country contexts an advantage.


        Salary:

        Candidates with advanced degree, higher levels of experience and analytical skills will be given preference and suitable compensation.
