Background
The Integrated Sustainable Land and Coastal Management (ISLCM) project is a five year project funded by the Global Environment Facility (GEF) in partnership with the Food and Agriculture Organization of the United Nations (FAO) and the Vanuatu Government.  FAO is the Implementing Agency (IA) and is providing the technical support to the Vanuatu Government in implementing the project.  The Ministry of Climate Change, Ministry of Lands and Natural Resources and Ministry of Agriculture, Quarantine, Forestry and Fisheries are the Executing Agencies and national counterparts for the project.  The project will be working closely with other partners within the public and private sectors as well as with members of the Non-Government Organizations (NGOs).   The overall goal of the project is to test and implement sustainable and integrated management of forest, land and marine resources to achieve effective ridge-to-reef (R2R) conservation in selected priority watersheds in Vanuatu. 

Under the overall administrative leadership of FAO Sub-regional Representative for the Pacific Islands in Samoa and under the direct technical guidance of the Lead Technical Officer (LTO) and direct supervision of the Chief Technical Advisor (CTA), as well as with close collaboration and consultation with the Vanuatu GEF Operational Focal Point (OFP) and with relevant Government Ministries, the National Project Coordinator (NPC) will assist and undertake management and implementation of project activities in the selected sites in Vanuatu.  The specific duties and responsibilities are outline below. 

Job Description: 
Duties and Responsibilities
Key functions:
  • Assist the CTA in the implementation of the project and in organizing the PSC, PMU and other site and project meetings
  • Take lead and ensure that all the activities are carried out on time and within the budget to achieve the stated outputs
  • Reporting on project funds and related record keeping as per the AWP; liaise with project partners to ensure their co-financing contributions are provided within the agreed terms and requirements
  • Ensure collection of data necessary to monitor progress against indicators specified in the log frame
  • Assist development, monitoring and reporting of project activities budgets
  • Coordinate the work of all sites under the guidance of the CTA; including supervision of field based staff
  • Prepare progress and financial reports and ensure timely submission to GEF/FAO
  • Providing information as needed to carry out any monitoring and evaluation activity as part of the GEF/FAO internal guidelines
  • Manage the day to day activities of the project
  • Support the CTA in maintaining effective communication with the relevant authorities, institutions and government departments
  • Support CTA in conducting trainings, workshops, brainstorm, working group meetings and in developing awareness material and reports
  • Organize working group meetings and facilitate development of awareness materials and reports
  • Undertake identification of consultants and experts, and support CTA to supervise their performance in line with required outputs
  • Prepare and oversee the development of Terms of Reference for Project consultants and experts as and when required
  • Prepare annual work plans  and periodical quarterly, six monthly and annual reports and other reports as per the project mandate
  • Prepare brief monthly updates on the project progress and draft project interim and final reports as required
  • Submit final technical report on the activities undertaken, lessons learned and points for withdrawal mechanism.

        Criteria:
        Required Skills, Experience and Education
        Generally, have:
        • Degree in Forestry, Agriculture, Environment/Life Sciences, however, post graduate degree highly desired
        • Seven to ten years of proven experience in field, project management and implementation especially relating to Sustainable Forest Management (SFM), Sustainable Land Management (SLM) and biodiversity
        • Excellent oral and written communication skills in English and Bislama
        • Computer literate and able to use different Software applications (e.g. Microsoft Word, powerpoint and Excel)
        • Experience in handling, managing and reporting on GEF projects is desirable.
