ADB's presence in Vanuatu has recently expanded by the official opening of the Extended Mission in Port Vila.

Job Description
The Government of Vanuatu has received financial assistance from the Asian Development Bank (ADB) for the reconstruction of four junior secondary schools in Tanna following Cyclone Pam in 2015. ADB is also providing the Ministry of Education and Training’s (MOET) Project Management Unit assistance to engage a national project management and coordination consultant. The consultant will work to strengthen project management and implementation capabilities of the MOET PMU, to help achieve the effective and efficient delivery of the intended outputs and outcomes of the Cyclone Pam Schools Project, and other projects, as needed. The consultant will work closely with the director of MOET, the project management unit, and other international and national consultants working on behalf of MOET- to help effectively manage and successfully complete the project.

A detailed terms of reference is attached. The key tasks are:

1. Provide project management and administration support
2. Project monitoring and reporting
3. Procurement and contract management of goods, equipment and services
4. Site observation at the construction sites in Tanna and safeguards monitoring
Selection Criteria
The project management and coordination consultant will have a bachelor’s degree in civil engineering, construction or associated field and at least 5 years of general experience with civil works contracts and engineering teams. The candidate must:

(i) have at least 3 years of experience in managing civil works or building contracts,
(ii) have at least 3 years of experience in procuring goods, works or services,
(iii) have relevant work experience in ADB’s developing member countries in the Pacific and other developing countries,
(iv) demonstrate an excellent command of written and spoken English; and
(v) be prepared to travel and when required work effectively in outer islands.

It is desirable that the consultant will have relevant work experience in working with multilateral development agencies.
