The Vanuatu Strategic Tourism Action Plan (VSTAP), as part of its mandate to improve stakeholder communication, is providing support to assist the Department of Tourism (DoT) and the Vanuatu Tourism Office (VTO) and other stakeholders with the organisation, coordination and promotion of Tourism Special Events in 2017 and 2018, including the National Tourism Awards and the National Tourism Forum. VSTAP is seeking the services of a specialist consultant (firm or individual) to undertake this project as a matter of high priority. 


Criteria:
Required Knowledge, Skills and Experience:
Applicants will need to be based in Port Vila and will need to demonstrate that they have the following business development experience, tourism industry knowledge, skills and experience.
  • At least 7 years’ work experience, with demonstrated experience working with Vanuatu-based businesses or programs/events in the Vanuatu tourism sector showing strong familiarity with the tourism product offering in the tourism sector
  • A practical and supportive approach with high level mentoring skills that is appropriate to Vanuatu and its Melanesian culture
  • Must have appropriate local business licence or working permit to be contracted locally
  • Excellent communication skills, in both written and oral English, with a fluency in Bislama being an advantage
  • Practical experience working with industry stakeholders in the private, public, community and civil society sectors
  • A practical, hands-on approach to solving problems with a demonstrated track record of successful delivery in similar projects
  • Ability to work effectively under time pressure with high capacity to produce quality work.

Job Description:
The Vanuatu Strategic Tourism Action Plan (VSTAP) Implementation Unit partners with the Department of Tourism (DoT), the Vanuatu Tourism Office and other agencies and stakeholders to implement a wide array of projects and programs to meet the Government of Vanuatu’s policy objectives for the tourism sector. The VSTAP Implementation Unit is now seeking the services of a Senior Project Officer to undertake the following duties: 
  • Assist the DoT Project Manager, the VSTAP Team Leader, the Technical Advisers, and the Technical Advisory Committee to develop a National Sustainable Tourism Policy, Strategy and Action Plan
  • Assist the DoT Cruise Tourism Officer and the Vanuatu Cruise Tourism Committee with the update of the National Cruise Tourism Action Plan, including a yachting study
  • Assist the DoT Principal Provincial Tourism Development Officer to review and update the 6 Provincial Tourism Plans completed in 2012
  • Manage the VSTAP ‘Project Tracker’ to monitor the implementation of tasks, milestones, expenses and payments for each of the VSTAP projects
  • Liaise with the VSTAP Team Leader and the Finance Officer to ensure that all project expenses and invoices are checked and are paid on time.

  • A degree in Tourism, Business Management and/or Project Management
  • At least 5 years of relevant work experience in project management and/or performing senior management roles within the tourism industry
  • Have excellent inter-personal skills, written and verbal communication skills in English
  • Proficient with Microsoft Office, MS-Word, MS-Excel, MS-Outlook and MS Project
  • Be adaptable and willing to work outside normal business hours during peak workloads.

Technical Advisor to Develop a Management Plan for the Vanuatu Tourism Infrastructure Project 


The Vanuatu Tourism Infrastructure Project (VTIP) Management Committee, under the Ministry of Tourism, Trade, Industry, Commerce and Ni-Vanuatu Business, as part of the Vanuatu Strategic Tourism Action Plan (VSTAP), is seeking the services of a specialist consultant (firm or individual) to undertake this project as a matter of high priority. The project will have dual benefits in terms of enhancing tourist visitor experiences and improving urban spaces for local people.


The VTIP Management Committee require the services of a specialist Technical Advisor (TA) to produce a Management Plan for the VTIP facility. The main purpose of the assignment will be to determine the most sustainable option to formalise and implement a viable VTIP Management Plan that will achieve the objectives of VTIP as well as protect the project assets. Key factors to be considered for the scope of work are:
  • Stakeholder consultation in relation to the different management options available
  • Good Governance, organisational structure and institutional capacity needs requirements
  • Resources, budgeting, funding and financial management for sustainability of the asset
  • Risk management, public safety, insurance and climate change issues
  • Liaise with the PVMC and PWD about the Maintenance Plan for the facility areas.

The Disability Promotion & Advocacy Association (DPA) is a national umbrella body for Disabled People's Organizations (DPOs) in Vanuatu. It is led and managed by persons with disabilities in the country. The main purpose of the DPA Vanuatu is to advocate for the rights and promote the abilities of persons with disabilities.

We are looking for a Project Manager to join our team based in Luganville Santo, Sanma Province. The Project Manager is responsible for the overall management of the “Capacity Building for Monitoring the Implementation of the CRPD” project, a two-year project which purpose is to produce a CRPD shadow report.


Roles & Responsibilities
  • Lead the implementation and direction of the project in accordance with the project documentation, DPA standards and relevant disability policies and strategies endorsed by the Government of Vanuatu
  • Coordinates Activities, funding disbursements and reporting 
  • Produce Shadow Report on the implementation of the CRPD.
