The Australia-Vanuatu Governance for Growth Program is seeking an expression of interest from appropriately experienced and qualified individuals for the position of Public Financial & Economic Management Adviser. The position will support the implementation of the Australian Aid program objectives in supporting Government of Vanuatu's PFEM priorities. The Governance of Growth program is seeking applications from Vanuatu residents to occupy this position.

The Role:
The role of Public Financial & Economic Management Adviser is to link, support and contribute to achieving effective engagement with the Ministry of Finance and Economic Management (FMEM), Finance Department of key line agencies and other relevant authorities in development and fiscal management and economic growth.


Criteria:
  • Successful candidates will be expected to have tertiary qualifications in economics or Public Financial management related fields
  • Over 10 years PFM  and/or economic policy related experience at a senior level with public sector, multilateral, bilateral development agencies. Experience in one or more types of these organizations would be an advantage
  • Ability to communicate PFM related issues clearly to technical and non-technical audiences, strategic approach to PFM coupled with an ability and willingness to work with colleagues whom will have less technical knowledge of the subject matter
  • A capacity and willingness to take initiative and use sound judgement to progress objectives
  • Demonstrated capacity to achieve outcomes in developing countries and cross cultural environments
  • Bislama and English language skills, including strong English written skills

5483 Malaria Positions in the Ministry of Health

Malaria has historically been one of the leading causes of illness in Vanuatu. The whole population is considered at risk of infection. Since 2004, the Ministry of Health (MOH) has implemented an intensified program to control and eliminate malaria. This has seen confirmed cases fall from 74 per 1,000 population in 2003 to 9 per 1,000 in 2013, and 100% reduction in known malaria-related deaths. The MoH malaria program is delivered with funding support from The Global Fund and the Government of Australia.

From 2015 onwards there are 8 contract positions funded by The Global Fund and 11 contract positions funded by Australia. With the assistance of the Australian Initiative for the Control and Elimination of Malaria (AICEM), the MOH is now recruiting for the positions listed below

These are not permanent public servant positions. Successful candidates will be offered fixed-term fulltime contracts with the Ministry of Health subject to Vanuatu Public Service Commission terms and conditions. Contracts will be for an initial 6 months with the possibility of extension.

1. Malaria Microscopist Grade 1 (3 positions)
Location: Norsup Hospital, Northern Provincial Hospital, Sola Mini-Hospital.
Purpose: Diagnosis of malaria, identification of malaria species and counting blood parasite levels
Criteria: Must be WHO External Competency Assessment (ECA) level 3 or above with a minimum 1 year of practical experience in malaria microscopy.

Job Description:
Seeking a candidate able to undertake the following responsibilities in Vanuatu:

  • Support the Ministry of health of Vanuatu, together with the AICEM National Program Adviser to develop an integrated annual national (MOH) and provincial health plan and budget for public health services (inclusive of malaria).
  • In consultation with key stakeholders, assist in the development of a system of supportive supervision from province to health zone, health zone to health facility, and Village Health Volunteer level and associated resources and reporting mechanisms.
  • Support Shefa and other selected provinces to operationalise the MOH’s vision of integrated services; and, continue to monitor reports and outcomes in Tafea and Torba malaria elimination provinces.
  • Strengthen the capacity of provincial public health programs to plan, manage and report, based on selected performance indicators.
Criteria:
Essential

  • Minimum 10 years’ health program management experience working and residing in a developing country context;
  • Experience working in communicable disease prevention, preferably malaria or other vector borne disease prevention;
  • Experience in the delivery of primary health care services to rural and remote communities;
  • Experience living in rural and remote locations and in low- middle income countries;
  • Project management experience including planning, budget management, logistics and quality assurance;
  • Experience in developing the skills and capacity of counterparts in development/program planning, mentoring staff, and facilitating a learning by doing culture;
  • Well-developed interpersonal communication and stakeholder liaison skills with a demonstrated ability to produce high quality reports.
