Job Description:


In 2013/14 the New Zealand Government assisted the Government of Vanuatu to develop a sector plan for tourism - the Vanuatu Strategic Tourism Action Plan (VSTAP). This Plan was developed through broad consultation with key stakeholders and recognises the significance of tourism to the economic development of Vanuatu.
The New Zealand Aid Programme is providing support to implement key components of the VSTAP, including funding to assist with the establishment of a VSTAP Implementation Team.   The New Zealand Aid Programme, together with the Vanuatu Government now wishes to commence recruitment of this key position of a Technical AdviserIndustry Marketing & Communications within the Implementation Team.
With a focus on facilitating improved cooperation and communication between the Government and tourism industry in Vanuatu, the Technical Adviser role will have a particular focus on destination marketing and supporting the Tourism Market Development Fund (TMDF).

Responsibilities will include (among other things):
  • Work with the Vanuatu Tourism Office (VTO) and the tourism industry on the development of annual Destination Marketing Plans
  • Supporting the growth of TMDF funding and activities through joint marketing initiatives, with the aim of recovering visitor numbers to pre-Cyclone Pam Volumes
  • Develop and support the Tourism Sector Communications Programme
  • Working closely the Government and the industry associations to facilitate better communication and coordination
  • Coordinating reporting on marketing activities to the VTO.
The successful applicant for the Technical Adviser will need to demonstrate the following.
        Criteria:
        • Expertise in the tourism marketing and communications sector, including developing marketing initiatives
        • Experience with the international development programmes, ideally within the Pacific
        • Staff and stakeholder capacity development experience
        • Experience in organisational change, planning, monitoring and financial management and reporting
        • The patience and creativity needed to work in a complex work environment with multiple stakeholders
        • Experience in a structured programme environment.
