Organisation Description
The Kolisen Blong Leftemap Edukeson (KOBLE) is a national coalition of civil society organisations with the aim of engaging the Government of Vanuatu and other stakeholders on national education policy, to help ensure that all ni-Vanuatu have access to good quality and inclusive publically provided education. The program's office is located in Port Vila.

Job Description
The selected Programs Officer will report to the KOBLE Coordinator and Board, and will:

• Assist in the supervision and provide support to KOBLE local and international volunteers.
• Liaise with CSOs, government officials, donors and other stakeholders on behalf of KOBLE, as required by the Coordinator. 
• Assist with the Coordination and  planning, design and implementation of workshops, training consultations surveys, research and capacity strengthening measures for KOBLE ’s members and constituency
• Provide support to KOBLE  in the implementation of its programs towards the achievement of KOBLE ’s objectives
• Assist in capacity development and institutional strengthening initiatives for KOBLE  as required
• Assist the Coordinator to produce quality reports, policy briefs, project proposals, case studies and other education advocacy materials as requested by KOBLE  on aspects of education and education aid 
• Ensure careful management and acquittal of the program and finances and assist the timely preparation of program narrative
• Participate in lobbying and advocacy initiatives as required, and in line with the vision of KOBLE as stipulated in its constitution.
• Write monthly Press Releases

Selection Criteria
The successful applicant will:
• Sound knowledge of Vanuatu and Pacific education issues
• Strong experience in development program administration
• Experience in lobbying and policy analysis and advocacy would be desirable
• Experience in writing reports and proposals and developing budgets would be desirable
• Experience working with CSOs at a national level is preferable
• Experience as a community based educator / facilitator and familiarity with participatory learning approaches would be an advantage
Salary
VT1, 011,576 per annum
